A Master Plan is defined by worldbank.org as " A master plan is a dynamic long-term planning document that provides a conceptual layout to guide future growth and development. A master plan includes analysis, recommendations, and proposals for a site's population, economy, housing, transportation, community facilities, and land use. ". This is how we will work together to solve our city's chronic issues quickly and progress in new and vibrant ways benefiting all residents of Adelanto. In our case, each volunteer committee will compliment the other, and work hand in hand with City Administration and City Council to create a well-running City of Adelanto. The City Council is empowered as your elected officials to make as many committees as needed to run the City according to the Charter (our local laws) to ensure the Public Peace and Welfare, and in the spirit of your Life, Liberty, and happiness. I have served as Secretary on the Board for the HDCA- (Also known as High Desert Cannabis Association) since September 2016. With my knowledge and expertise I will organize and lead reasonable regulation & business practices for Cannabis Companies without the expensive cost of consultants or contracts to the Resident.
in regards to SOCIAL EQUITY; there will be a committee that oversees the funds that come from the BCC for social equity, through the grants. Then those programs created at the city level will be allotted funds through the cannabis committee at the city level. Those were EXAMPLES of things the committee might agendize. There will be public meetings and agendas so that the public can participate and make help make their ideas into workable programs. This won't be something that happens overnight. The model is already at the state level. Here is the link directly to the state website.
"The California Cannabis Equity Act of 2018 established by Senate Bill 1294 (Equity Act) and the Budget Act of 2019, Item 1111-490 – Reappropriation (Budget Act of 2019) appropriated funding for the state to provide to local jurisdictions to develop and operate local cannabis equity programs that focus on the inclusion and support of individuals in California's legal cannabis marketplace who are from communities negatively or disproportionately impacted by cannabis criminalization. Funding through the Equity Act and Budget Act of 2019 allow local jurisdictions to provide direct assistance to the equity applicants or equity licensees in their local equity program." https://bcc.ca.gov/about_us/equity_grant.html
A Master Planned City contains many Communities, neighborhoods, and "city blocks". I would ask for the public support to create committees to focus on these subjects:
OBSERVING SOCIAL DISTANCE AND USING VIRTUAL PLATFORMS AS MUCH AS POSSIBLE

Fellow Residents, I am asking for your vote so that we may move our City forward. As I have done for four years as a resident in public meetings, emails, and letters, I will magnify your voice for your needs. I will create resident led committees with the focus of clear 1, 3, and 5 year goals including programs to Master Plan our city. Every Resident will have equal opportunity to participate in neighborhood projects that enhance public spaces through public committees and volunteering. We will create accountability, transparency, and a culture of honesty in our leadership and city administration. I have served as Secretary on the Board for the High Desert Cannabis Association since September 2016. With my knowledge and expertise I will organize and lead reasonable regulation & business practices for Cannabis Companies without the expensive cost of consultants or contracts to the Resident. I will create a record expungement and a social equity program for our residents who have been affected by the war on drugs. We can build a beautiful city together! Text or call (909)456-9087
